Address technical issues that cannot be resolved online (i.e. resolve stalls)

Remaining at ~21 Open Baldy issues with no PR. Need more work to drive these down.
Good PR activity: 11 PRs updated last week.
RM Chapter 8 removal/discussion

8.2.1 {1 of 2} (RI Requirements): RA1-Specific; recommend moving to RA-1
8.2.4 (Requirements): Discuss on next call
8.3.1 (Entry/Exit Criteria): Can discuss; does anyone see strong impetus for keeping in RM?
All other sections: Safe to move to RC or wherever
Need to discuss handling of WIP PRs applying to CH08: e.g. https://github.com/cntt-n/CNTT/pull/1381
If the content is moving, then should we apply this PR before the move?

Currently, 3 pull requests exist, but there is a desire to combine these three into one pull request, and then to consider this for merging into the RM

RM Chapter 8 removal discussion
Most content is already in RC1
Section 8.2.4 and the second half of section 8.3.1 have value but may not be needed in the RM.
They are common to RC1 and RC2, which presents an issue.
Do we duplicate this in RC1, RC2?
Do we leave this in RM, where it's low-level compared to the span of RM?
Do we create a RC-Common area, and who has rights to review/approve content in that section (e.g. /doc/ref_cert/common/<files>?
@Mark Shostak to bounce off of Rabi for guidance on one of these 3 options
Once the previous issue is decided, we can remove Chapter 8 contents entirely and re-start.
